Yesterday, your Presidential candidate, Dennis Kucinich, shared his New Year's Resolution for our nation: Strength through Peace.

Lakota Sioux Declare Sovereign Nation Status

Lakota Sioux Indian representatives declared sovereign nation status  on Wednesday, December 19th in Washington D.C. following Monday's withdrawal from  all previously signed treaties with the United States Government. The withdrawal, hand   delivered to Daniel Turner, Deputy Director of Public Liaison at the State Department,  immediately and irrevocably ends all agreements between the Lakota Sioux Nation of  Indians and the United States Government outlined in the 1851 and 1868 Treaties at Fort  Laramie, Wyoming.

"This is an historic day for our Lakota people," declared Russell   Means, Itacan ofLakota. "United States colonial rule is at its end!"

"Today is a historic day and our forefathers speak through us. Our  Forefathers made the treaties in good faith with the sacred Canupa and with the knowledge  of the Great Spirit," shared Garry Rowland from Wounded Knee. "They never honored   the treaties, that's the reason we are here today."

The four member Lakota delegation traveled to Washington D.C.   culminating years of internal discussion among treaty representatives of the various Lakota   communities. Delegation members included well known activist and actor Russell   Means, Women of All Red Nations (WARN) founder Phyllis Young, Oglala Lakota Strong Heart  Society leader Duane Martin Sr., and Garry Rowland, Leader Chief Big Foot Riders. Means,   Rowland, Martin Sr. were all members of the 1973 Wounded Knee takeover.

"In order to stop the continuous taking of our resources, people,  land, water and children- we have no choice but to claim our own destiny," said  Phyllis Young, a former Indigenous representative to the United Nations and representative  from Standing Rock.

Property ownership in the five state area of Lakota now takes center  stage. Parts of North and South Dakota, Nebraska, Wyoming and Montana have been  illegally homesteaded for years despite knowledge of Lakota as predecessor sovereign [historic  owner]. Lakota representatives say if the United States does not enter into immediate  diplomatic negotiations, liens will be filed on real estate transactions in the  five state region, clouding title over literally thousands of square miles of land and property.

Young added, "The actions of Lakota are not intended to embarrass the United States but to simply save the lives of our people."

Following Monday's withdrawal at the State Department, the four Lakota Itacan representatives have been meeting with foreign embassy officials in  order to hasten their official return to the Family of Nations.

Morales, shared they are "very, very interested in the Lakota case"  while Venezuela received the Lakota delegation with "respect and solidarity."

"Our meetings have been fruitful and we hope to work with these  countries for better

Education, energy and justice now take top priority in emerging 
Lakota. " Cultural immersion education is crucial as a next step to protect our language,

The Lakota reservations are among the most impoverished areas in North  America, a shameful legacy of broken treaties and apartheid policies. Lakota has  the highest death rate in the United States and Lakota men have the lowest life  expectancy of any nation on earth, excluding AIDS, at approximately 44 years. Lakota infant  mortality rate is five times the United States average and teen suicide rates 150% more than  national average .97% of Lakota people live below the poverty line and unemployment   hovers near 85%.

only one alternative," emphasized Duane Martin Sr. "The only alternative is to bring
freedom into its existence by taking it back to the love of freedom,  to our lifeway."

    This month may have been the most important yet in the two-decade history of the fight against global warming. Al Gore got his Nobel in Stockholm; international negotiators made real progress on a treaty in Bali; and in Washington, Congress actually worked up the nerve to raise gas mileage standards for cars.

    But what may turn out to be the most crucial development went largely unnoticed. It happened at an academic conclave in San Francisco. A NASA scientist named James Hansen offered a simple, straightforward and mind-blowing bottom line for the planet: 350, as in parts per million carbon dioxide in the atmosphere. It's a number that may make what happened in Washington and Bali seem quaint and nearly irrelevant. It's the number that may define our future.

    To understand what it means, you need a little background.

    Twenty years ago, Hansen kicked off this issue by testifying before Congress that the planet was warming and that people were the cause. At the time, we could only guess how much warming it would take to put us in real danger. Since the pre-Industrial Revolution concentration of carbon in the atmosphere was roughly 275 parts per million, scientists and policymakers focused on what would happen if that number doubled - 550 was a crude and mythical red line, but politicians and economists set about trying to see if we could stop short of that point. The answer was: not easily, but it could be done.

    In the past five years, though, scientists began to worry that the planet was reacting more quickly than they had expected to the relatively small temperature increases we've already seen. The rapid melt of most glacial systems, for instance, convinced many that 450 parts per million was a more prudent target. That's what the European Union and many of the big environmental groups have been proposing in recent years, and the economic modeling makes clear that achieving it is still possible, though the chances diminish with every new coal-fired power plant.

    But the data just keep getting worse. The news this fall that Arctic sea ice was melting at an off-the-charts pace and data from Greenland suggesting that its giant ice sheet was starting to slide into the ocean make even 450 look too high. Consider: We're already at 383 parts per million, and it's knocking the planet off kilter in substantial ways. So, what does that mean?

    It means, Hansen says, that we've gone too far. "The evidence indicates we've aimed too high - that the safe upper limit for atmospheric CO2is no more than 350 ppm," he said after his presentation. Hansen has reams of paleo-climatic data to support his statements (as do other scientists who presented papers at the American Geophysical Union conference in San Francisco this month). The last time the Earth warmed two or three degrees Celsius - which is what 450 parts per million implies - sea levels rose by tens of meters, something that would shake the foundations of the human enterprise should it happen again.

    And we're already past 350. Does that mean we're doomed? Not quite. Not any more than your doctor telling you that your cholesterol is way too high means the game is over. Much like the way your body will thin its blood if you give up cheese fries, so the Earth naturally gets rid of some of its CO2each year. We just need to stop putting more in and, over time, the number will fall, perhaps fast enough to avert the worst damage.

    That "just," of course, hides the biggest political and economic task we've ever faced: weaning ourselves from coal, gas and oil. The difference between 550 and 350 is that the weaning has to happen now, and everywhere. No more passing the buck. The gentle measures bandied about at Bali, themselves way too much for the Bush administration, don't come close. Hansen called for an immediate ban on new coal-fired power plants that don't capture carbon, the phaseout of old coal-fired generators, and a tax on carbon high enough to make sure that we leave tar sands and oil shale in the ground. To use the medical analogy, we're not talking statins to drop your cholesterol; we're talking huge changes in every aspect of your daily life.

    Maybe too huge. The problems of global equity alone may be too much - the Chinese aren't going to stop burning coal unless we give them some other way to pull people out of poverty. And we simply may have waited too long.

    But at least we're homing in on the right number. Three hundred and fifty is the number every person needs to know.

You are invited to attend the annual Maine statewide workshop and gathering of war tax resisters and supporters on Saturday, January 26, 2008, at the Peace and Justice Center of Eastern Maine, 170 Park St., Bangor, Maine.  See the flyer on the other side for a schedule and other details. Whether you are interested in beginning war tax resistance, have been or are a resister, or want to learn more about how to do it, this meeting will provide information and help you decide what new directions and actions you can take.

Directions from South (Waterville, Belfast, Midcoast, etc.) or North (Orono, Aroostook Co.): Take I-95 to Bangor exit 186 (Broadway, Route 15). Take off ramp. If coming from the south, go straight through traffic light at end of ramp onto Center Street. If coming from the north, go left at bottom of ramp, under the overpass, then bear right at next light (Tri City Pizza on the corner) onto Center street. Go about one mile past St. Joseph's Hospital, through a traffic light (Cumberland St.), then two more blocks. You will come to a fork where you can't go toward the right (one way against you) but you can bear to the left. In between those two forks is a brick building, the Peace and Justice Center 170 Park St., Bangor.
Directions from Ellsworth or Bucksport:Take Route 1A or Route 15 to Brewer to the Route 15/1A bridge (most northerly of the three bridges between Brewer and Bangor) going across the Penobscot River between State St. in Brewer and Broadway in Bangor. After crossing into Bangor, follow Broadway through three lights (last one is State Street in Bangor), then go two short blocks and turn left onto Somerset Street (by John Bapst HS). Go two more short blocks to an intersection that has the Center on the left. IF LOST, CALL THE CENTER AT 942-9343.

The morning session (10 AM-noon) will have two concurrent workshops, one for people new to war tax resistance, or for those considering it, and one for more experienced resisters.
Lunch will follow from 12-1 (bring food to share for a potluck, kitchen is available but no stove).
The afternoon session (1-3 PM) will primarily focus on Tax Day activities on or before April 15 and how to promote WTR in this atmosphere of war. We will also discuss exciting national initiatives around WTR, including the 2008 War Tax Boycott (www.wartaxboycott.org).
