3. Approval of March 2008 Meeting Minutes:
- Motion by Betty to accept, 2nd by Veronica, MOTION PASSED
4. Chair Report: By Chair, Neal Harkness
- Neal took a couple minutes to talk about our new Headquarters located at 134 Church St, Belfast at a cost of $450/month.
5. Treasurer's Report: By Betty Johnson
- Betty gave the "Marching to Victory" event report and reviewed the totals raised.
- Betty then reviewed the totals on the Treasurers report.
6. Secretary's Report: By Richard Burk
- Contact Richard Burk about setting up a website for your town.
7. Pass the hat
8. Guest Report: By John Knutsen
- John spoke for a few minutes about the state of the Maine Democratic Party, voter id, fundraising goals, the DSCC and Tom Allen, and essentially creating a permanent party presence.
- John then took questions from the assembled.
9. Other Reports:
- Seth Yentes spoke for a few minutes about his state house candidacy
- Diane Messer spoke for a few minutes about her state senate candidacy
- Veronica Magnan spoke for a few minutes about her state house candidacy
- Hal Halliday spoke for a few minutes about his state house candidacy
- Joe Greenier spoke for a few minutes about his state senate candidacy
- Sam Spencer spoke for a few minutes about his candidacy for DNC man and his current status as a superdelegate, Howard Dean's 50 state strategy
- Maggie Allen spoke for a few minutes about her candidacy for DNC woman and expressed her intent to help Democrats keep a permanent campaign.
- Betty Johnson spoke for a few minutes about her candidacy for DNC woman and National Delegate and expressed her intent to represent the grassroots.
- Betty Johnson spoke on behalf of Andy O'brien and his state house candidacy.
- Betty Johnson spoke on behalf of Bill Shorey and Susan Longley and recommended that since they are not allowed to run as clean elections candidates, that we donate $100 each to their respective campaigns.
- MOTION by Donna that the WCDC donate $100 to each campaign of Bill Shorey and Susan Longley. 2nd by Rob Brown. MOTION PASSED
- Field Director, Heather Martin-Zboray spoke for a few minutes about herself and her role as the Waldo County Field Director.
10. Unfinished business
- Headquarters Search by Neal: The search is over. We are having a walk through on Monday. Miles Gray has been appointed the office manager.
- Election of the Research and Information Committee Chair: tabled because of no candidates.
11. New Business
- Discussion of the next several meetings took place and about their respective locations in towns, or HQ. We should continue to invite other towns to host WCDC meetings.
- Convention Training: Many have expressed an interest in delegate training. Reference the newsletter on page 1 if you are unable to attend. All delegate slots have been filled. There are only 6 or 7 alternate delegate slots still available. Registration is separate from check in. You must check in to receive credentials. You must check in by 9am on Saturday the 31st. The registration is either by mail or in person, online registration is NOT available.
- Mary Kelley spoke for a few minutes about Waldo County. She referenced a Poverty in Maine booklet that is downloadable from the Margaret Chase Smith Foundation. Mary hopes that the WCDC will talk issues this campaign season.
- Charlotte Herbold presented a resolution to the WCDC to be voted upon at the next WCDC meeting. The resolution was passed out the assembled and will be provided to the membership in the newsletter. The resolution is entitled: A RESOLUTION TO OPPOSE FURTHER SUPPLEMENTAL FUNDING FOR THE IRAQ WAR
- The Chair said that he wants to have the new WCDC HQ host issues nights on a regular basis.
- Betty spoke on Behalf of Joanne Crowley as Shawn's daughter, age 3, died. A moment of silence was taken by all. The funeral is tomorrow and the contact info is in the Bangor Daily News and also their website.

* Neal spoke about the successes of the caucuses and specifically thanked Betty for her efforts as caucus coordinator.
* We took a moment of silence to show respect to Alice Cheeseman as she passed away in the past few days.
5. Treasurer's Report: By Betty Johnson
* No written report. Betty reviewed the finanicals and asked for a donation to the Barn Raisers on behalf of Alice. We passed the hat and the contents collected were to be given to the Barn Raisers.
* Betty asked for a $30 muscular dystrophy donation to Rosey Gerry. Betty made the motion, Sandy 2nd, MOTION PASSED.
* Betty asked on behalf of Louise Charette of Jackson for reimbursement for postcards for caucus expenses. The MOTION was made by Betty, Barbara 2nd, discussion ensued and specifically included thoughts from all caucus chairs in attendance. MOTION PASSED.
6. Campaign and Candidate Committee Report: By Walter Ash
* Walter spoke for a couple minutes about our candidates and their needs and asked for help for their respective campaigns.
* The following candidates spoke for a couple minutes each introducing themselves and about their status and their needs: Diane Messer for State Senate, Jo Greenier for State Senate, Seth Yentes for District 44, Veronica Magnan for District 41, Hal Halliday for District 43, Bill Shorey for County Commissioner, Tom Ledue for US Senate, Janet Milles for Attorney General, Rita Moran for DNC woman, Betty Johnson for DNC woman and for National Delegate, Walter Ash for National Delegate
7. Finance Committee Report: By Roland Magnan
* Roland spoke a few minutes and informed us of the new date for the Marching to Victory dinner, April 5th at 5pm at the Shrine Club in Belfast.
* There will be both a silent and and live auction, with Rosey Gerry conducting the live auction.
* Ticket sales have been slow.
* Betty spoke for a few minutes listing off the food choices, to contact her directly per ticket sales, and for drop offs of donations at her store in Belfast.
* Folks may attend the auctions without purchasing dinner tickets.

* Betty spoke for a few minutes about the State and National conventions.

* Nathan informed us that Heather Martin-Zboray will be taking over his duties as he has been reassigned by the Coordinated Campaign to Androscoggin County.
* VAN training may be scheduled for first or second week of April, TBD.

* Charlotte spoke about the Peace and Justice War Commemoration on March 15th. The announcement can be found in the Every Village Green website and publication.

* Charlotte read the resolution at the end of this document. Jon Laitin makes a MOTION that the WCDC endorse the resolution, 2nd by Ben Crimaudo, MOTION PASSES unanimously
12. New Business
* Delegate and alternate convention training by Betty Johnson
1. All delegates and alternates must register
2. All delegates and alternates check in by 9am Saturday morning
3. After 9am Saturday morning, alternates will be elevated to delegate status where possible first by gender and town, then by town, and then by lottery from county.
* Headquarters opening by Miles Gray. We still have need for furniture and supplies. We will have core hours from 10am to 4pm Monday through Friday at first and then will expand as we get more volunteers. We will have a staffer on site beginning in a couple weeks working 10am – 8pm Monday through Friday. All Waldo County towns are welcome to have their respective town meetings at the HQ.

Iraq Funding Resolution
The Waldo County Democratic Committee is asked to endorse the following resolution.
WHEREAS, the illegal invasion of Iraq in 2003 by the military forces of the United States of America has cost the American taxpayers thus far almost 1 trillion dollars, and
WHEREAS, the cost of the subsequent military occupation of Iraq is increasingly depriving American taxpayers the social benefits of his/her tax money to which they are entitled; and
WHEREAS, the Administration of George W. Bush is now asking for another Supplemental appropriation of $102 billion dollars to continue the illegal and immoral occupation of Iraq; and
WHEREAS, the following items indicate some of the programs and services in the State of Maine that are being denied adequate funding. because. The Federal government has cut the amount of funding that it is supposed to return to Maine taxpayers for social programs. The $190 million budget gap resulted in
• -Cuts in funding hospital and physician services to MaineCare patients;
• -Cuts in funding programs for mental health services, Medicaid patients, home care for elders, prescription drugs for the poorest Mainers and many other Health and Human services programs including those for Maine military veterans;
• -Cuts in our Educational system, recreational programs for our teenage population and maintenance of State infrastructure; THEREFORE
BE IT RESOLVED THAT the City Council of Belfast, Maine will pass a resolution opposing the passage by the Congress of the United States of the supplemental appropriation for the Iraq war of $102 billion dollars; and express outrage at the fact that $720 million dollars a day is being spent to occupy the country of Iraq while American taxpayers suffer from funding trade-offs which impact the lives and health of the citizens of Maine and the entire nation. We ask that after passing this resolution, the Belfast City Council send it to the Maine Congressional delegation in Washington, D. C. and a copy to the Leaders of both houses of the Maine State Legislature.
